THE SOUTH MANCHESTER & CHESHIRE CHRISTIAN FOOTBALL LEAGUE (SMCCFL)
DISCIPLINE
Open letter to all Players, Supporters and Referees of teams playing
in the SMCCFL.
THIS FOOTBALL LEAGUE IS DIFFERENT!
We play under the banner of the South Manchester & Cheshire
Christian Football League and all teams within this league represent
a Christian Church/Organisation of some kind.
Having said this, not all players within the league are Christians.
However, all players are to be aware that they are expected to
maintain a very high standard of behaviour both on and off the pitch
whilst they are playing within this league.
Your Club should have its own standards that they will expect you
to uphold, as they will not want the name of their own club/Church
brought into disrepute.
If your club fails to maintain these high standards the League
Council will take any actions deemed appropriate, including disciplinary
action.
In order to monitor these high standards, the Home Manager completes
a match report. The Referee also makes comments regarding the match
in general. It is the responsibility of the home team manager to
ensure this is completed and sent to the League Secretary and website
manager by e-mail. Please note these unique rules:
All Referees are instructed to
CAUTION :
- Any player who persistently infringes the
laws of the game
- Any player who shows, by word or action,
dissent from any decision given by the Referee.
- Any player who is guilty of ungentlemanly/unsporting conduct
In addition to other CAUTION offences under the laws of the game.
Referees are instructed to send from the field of
Play:
- Any player guilty of violent conduct
- Any player guilty of serious foul play
- Any player who uses foul or abusive language
- Any player who blasphemes
In addition to other DISMISSAL offences under the laws of the game.

FINES
The purpose of having Fines within our league is solely to encourage
people to work and behave with respect and care for the other players
and teams within the league. Ideally, no fines will be applied during
a season. The fines are an encouragement to all to run our league
in as professional a manner as possible. Please ensure all your
players are aware of these fines and the consequences of inappropriate
behaviour!

It is hoped that very few fines will be levied.
However, if this is not the case and continued disrespect is being
shown to the League Council and other teams, further sanctions will
be imposed.
All fines received will be sent to the SMCCFL treasurer and paid into the SMCCFL bank account. The money will be used for the betterment of the league,
end of season awards event, trophies, etc.
Note: Now that the SMCCFL is sanctioned by the Cheshire FA and all teams are affiliated to their county FA, referees may choose to report Cautions and Sending-offs to the FA. If so, fines will be payable to the FA.

League rules Season 2006 - 2007
NOTE: These rules are in addition to and complement the SMCCFL Standard COde of Rules which are registered with the Cheshire FA. Both set of rules apply.

- This combination of football teams shall
be designated the SOUTH MANCHESTER & CHESHIRE CHRISTIAN
FOOTBALL LEAGUE
- The league will be administered by the League Council, which
will consist of the Secretary and Treasurer and team managers
from each of the teams participating in the league.

- Membership shall be restricted to clubs
who are associated with or represent a church/fellowship or
other Christian organisation.
- Two or more church/fellowship or other
Christian organisations may amalgamate to form a team, at the
League Council's discretion.
- It is the intention of the League that it will exist as
a Christian League. However this refers to the
standard of behaviour on and off the pitch and should not
restrict teams from using players of any belief whom are associated
with or represent the team.

- The number of teams to be entered for
the season shall be determined at the Annual General Meeting in July.
- Applications to join the league by new
clubs will be considered at the Annual General Meeting. The deadline for new teams is 31st July.
- All new teams must fully comply with all conditions and rules
of the league and may be interviewed before a final decision
is made.
- Fees for membership of the League will be agreed at the Annual
General Meeting and will be paid to the League Treasurer as soon
as possible after the Annual General Meeting and BEFORE THE START
OF THE SEASON. (This season's League fee will be £25).

- The HOME TEAM must provide the following at all matches:
- A suitable pitch
- A Referee suitably dressed and
equipped
- A first aid kit as in accordance with
League requirements
- A match ball, properly inflated and in
accordance with specifications set out in Law Two of the Laws
of Association Football
- Goal Nets and corner flags.
- Ideally the following should also apply: (These will not
be compulsory but may be introduced by agreement of the committee
at a later date.)
- Changing Facilities should be
provided.
- The referee should be FA registered.
- A linesman from each team should be
provided.
- Linesman's flags should be provided.

FIXTURES
"Every effort must be made to play the fixture on the initial
date set at the beginning of the season"

- Fixtures for the season will be arranged
by the League Secretary after consultation with all clubs,
regarding dates they are unavailable during the season. An
official league fixture list will be sent to all clubs prior to
start of the season.
Upon receipt of this list, NO CHANGES TO
FIXTURES WILL BE MADE AFTER 31st AUGUST WITHOUT MUTUAL AGREEMENT OF THE LEAGUE SECRETARY, CHAIRMAN AND THE TWO TEAMS
INVOVLED.
ANY CHANGES TO THE OFFICIAL LEAGUE FIXTURES DATES MUST BE DONE WITHIN THE APPROPRIATE WINDOW DECIDED BY THE LEAGUE SECRETARY. (End of August 2006).
- Should a team be unable to fulfil a fixture, their opponents
MUST be notified at least 14 days prior to the fixture. Providing
this notice is given then the game may be re-arranged BY MUTUAL
AGREEMENT OF THE TWO TEAMS INVOVLED.
In cases where this notice is not given or an unsatisfactory reason
for the late postponement is given, the match may be forfeited
to the opposition.
To claim a forfeiture of a match, a claim must be made to the
League Secretary within 7 days of the match date or the claim
will be lost. Any match forfeited will result in a 2-0 win being
declared in favour of the opposition.
- Where the away team has been unable to fulfil a fixture and
has given less than 14 days' notice, the home team may claim FULL
reimbursement for costs of an unused pitch from the OPPOSITION.
(Both clubs may
settle this problem between themselves. The League will only act
where there is a dispute between the clubs)
- The home team must contact the away team at least 7 clear
days in advance of
fixture to arrange location. In the event of possible colour clash
the away team will change strip.
- All fixtures must be played between the
01.09.06 and the 19.05.07
- If a match is unplayable before the end of the season (see fixtures) with neither team being in default (i.e.
weather conditions/unplayable pitches) the match will be deemed a 0-0 draw.
- ANY FIXTURE THAT IS EITHER POSTPONED,
RE-ARRANGED OR FORFEITED, THE HOME TEAM MUST NOTIFY THE LEAGUE
SECRETARY IMMEDIATELY.
- Match cost should be shared for each game i.e. referee
and pitch costs should be split 50-50 for each game

LAWS & POINTS ETC.

- All matches will be played in accordance
with the Laws of Association Football and all clubs are
recommended to obtain an up to date copy of these laws
- All games will be of two 45 minute halves
(There will be no such thing as a "doubleheader"!)
- The following will be awarded for each match:
WIN = 3 points, DRAW= 1 point
FORFEIT= 2-0 Win
UNPLAYED= 0-0 draw
- If at the end of the season two or more
teams are level on points, the final positions will be determined
on goal difference and then goals scored.
- For season 2006-2007 the League will have
ONE Division and the teams will play each other once. There will be no split into as in previous seasons.
- The home manager must complete a match report card and e-mail the completed form
to the league secretary, chairman and website manager in a timely manner (no longer than 1 week
since date game was played.) The match report must be agreed with the away team manager, either at the end of the game or by copy of the email.

SUBSTITUTES
8. Each team shall be allowed unlimited substitutions in any one game. A substitute may replace
a player at any time during a match and for any reason. Once substituted,
that player may take a further active part in the
game as part of a later substitution. A
substitute must state his name to the referee prior to the kick
off and must not enter the field of play until invited to do so
by the referee.

REFEREES
9.
- It is the responsibility of the HOME team
to provide a REFEREE for each match. He should be suitably dressed
and equipped and preferably QUALIFIED for the job. Preferably he should be independent and FA registered.
- He mat be asked for comments by the HOME
club on the match. These comments, if any, and the match result,
must be e-mailed by the home manager to the chairman, secretary and web
manager within 3 days of the match being played. THIS IS THE
RESPONSIBILITY OF THE HOME CLUB - NOT THE REFEREE!
- The HOME team shall reimburse the REFEREE
for expenses; the League suggests a fee of £15
- Should the appointed REFEREE fail to
arrive, the Captains shall mutually agree upon a match official. (for example a player from onr of the teams or a spectator)
Once agreed upon, he shall assume the full powers of the REFEREE
and his decision shall be final.
- The REFEREE has the power to caution a player or send him off,
both in and off the field of play, in accordance with the Laws
of Association Football

LINESMEN

- Each team must provide an
adaquate 'club linesman' for each match, both home and away. The scope of the linesman's role will be agreed with the referee, but it will usually only be indicate ins/outs/throw-ins to the referee.
- The linesman may be the substitute but a
player being substituted must take over the role of linesman
except in exceptional circumstances
- The match can proceed without Linesmen, only by mutual agreement by the team
managers and referee
(The REFEREE has the right to require the team to provide an ADEQUATE
linesman under all circumstances even if that means the club removing
a player from the field of play in order to run the line. REFEREE
to decide if ADEQUATE OR NOT!)
N.B. IF TEAM MANAGER IS NOT HAPPY WITH THE ARRANGEMENTS OR FACILITIES
PROVIDED HE MUST STATE SO PRIOR TO THE GAME COMMENCING AND NOT
AT ITS END. IF NO SOLUTION CAN BE FOUND TO RESOLVE THE DISCREPENCY
THE GAME CAN EITHER BE STOPPED, OR PLAYED, WITH THE MATTER BEING
RAISED WITH THE LEAGUE COMMITTEE.

DISCIPLINE

- Any player cautioned or sent off shall be dealt with by the
League Council
- Any player cautioned will be fined £5.00
- Any player cautioned twice in a season
will receive a one match suspension as well as being fined
- Any player cautioned more than twice in
a season will be dealt with as the League Council sees fit
- Any player sent off will be fined £10.00 and
receive a one match suspension
- Any player sent off more than once in a
season, will be dealt with as the League Council sees fit
- Payment of these fines shall be made to
the League Treasurer BY THE CLUB within 14 days of notification.
It is the duty of each team manager to keep a record of
cautions / sending offs; deal with members of their team
appropriately and communicate the names of individuals to the
League Secretary.
- A one match suspension refers to the match
14 days after the second caution or sending off occurred, or if no
match is played on that date, the next match
- It is the responsibility of the team manager to inform the
Referee of the name of any player serving a match ban. The manager must record these details and e-mail the league secretary.
NOTE: Now that SMCCFL is sanctioned by the Cheshire FA and all teams are affiliated to their county FA, referees may choose to report Cautions and Sending-off to the FA.
If so, fines will be payable to the FA and the FA will inform club managers of suspensions.
NO SUSPENSION WILL BE
CONSIDERED AS HAVING BEEN SERVED UNLESS IT IS REPORTED TO THE
LEAGUE SECRETARY
- In exceptional circumstances a player may appeal against a caution
or sending off.This MUST be done within 14 days of the match date
and WILL be in writing to the League secretary. Any appeal should
contain the actual player's version of events, the club's views
and the grounds for the appeal.
It is the individual club manger's responsibility to ensure these
codes of discipline are adhered to
12. All clubs are reminded that they not only represent the Church/Fellowship/Christian
Organisation to which the are attached, but also the good name of
the SOUTH MANCHESTER & CHESHIRE CHRISTIAN FOOTBALL LEAGUE.
PLEASE BRING BOTH THESE POINTS TO THE ATTENTION OF ALL PLAYERS AND
SPECTATORS AND MAKE SURE YOUR BEHAVIOUR BOTH ON AND OFF THE PITCH
REMAINS AT THE HIGH STANDARDS WE HAVE SET FOR OURSELVES.
13. Any matters not catered for in the League Rules shall be decided
by reference to the Laws of Association Football and/or at the discretion
of the League Council.
All decisions with regard to League Rules, Scores, League Tables,
Discipline and Appeals will be considered by the League Council
whose decisions will be final and binding on all league teams.
15. Any club found to be in contravention of any League Rules will
be dealt with by the League Council as they see fit.
16. All trophies presented by the SMCCFL remain the property of
the league at all times.
17. Match Late Arrivals. If seven players are present at the agreed
match kick-off time teams have the right to insist that the game
kicks-off. If seven players are not present within 45 minutes of
the agreed match kick-off time then the team with players present
has the right to claim the points. Both teams will be required to
state their cases and the League Council will decide.
18. The league takes no responsibility for the insurance cover of
teams or players in the teams. This is the responsibility of the
individual teams and players.
ALL CLUBS AND PLAYERS ARE BOUND BY ALL LEAGUE RULES
THESE RULES APE COMPILED IN ORDER TO PROVIDE AN EFFECTIVE AND EFFICIENT
SYSTEM IN ORDER TO RUN THE LEAGUE.
PLEASE ENSURE YOU ARE FULLY AWARE OF ALL THE RULES. IGNORANCE
OF THEM WILL BE NO EXCUSE.
